On Thursday, June 5, 2025, the Department of Defense Cyber Crime Center (DC3) announced that DIBNet, the Department’s primary portal for reporting cyber incidents, will be officially decommissioned on Friday, June 6, 2025, as part of a broader cost-reduction initiative.

For many years, DIBNet served as the central platform for both mandatory and voluntary cyber incident reporting, and it supported around-the-clock reporting through the DCISE hotline. Under DFARS 252.204-7012, the Defense Industrial Base (DIB) Collaborative Information Sharing Environment (DCISE) is designated as the lead channel for cyber incident reporting. With the evolving cyber threat landscape and a significant increase in reporting volume, the Department has implemented a new reporting process.

What to Expect Moving Forward:

  • Although the DIBNet link will remain accessible, it will now redirect users to a new page hosted on the DCISE website.

  • From there, users will be guided through a submission process that generates a standardized .xml file.

  • This file must then be submitted securely to DC3 via encrypted email or through the DoD SAFE platform in order to fulfill DFARS compliance requirements.

The change’s overall goal appears to be to streamline reporting workflows while maintaining compliance and security standards.
